​Legislation Preparation and Drafting​


This guide is for guidance purposes only and is not an official or regulatory document or based on the views of the regulatory authority in the Kingdom of Saudi Arabia. It’s contents is advisory and supportive for specialists and those concerned with legislative projects.

This guide was prepared by the Preparatory Committee for the Preparation of Judicial Legislation and was reviewed by the Legal Committee of Systems and Regulations Support Unit and the Like at the National Competitiveness Center.

The aim of the guide for Legislation Preparation and Drafting is to do the following; 

• Clarifying the foundations, rules and skills that enable those working in preparing and drafting legislation to prepare regulatory materials that express the intent of the regulator and achieve the objectives of the legislation.

• Unifying the procedures of the legislative process in the Kingdom of Saudi Arabia according to the best modern methodologies in preparing and drafting legislation.

• Contributing to raising the quality of preparing regulations in the Kingdom of Saudi Arabia, in terms of wording and content, in a manner befitting its status and achieving its development goals.

• Contributing to qualifying workers in preparing and drafting legislation and providing them with the knowledge and skills that raise their efficiency in the tasks assigned to them and enhance their experience.

Regulatory Impact Analysis

This guide was prepared by the Preparatory Committee for the Preparation of Judicial Legislation and was reviewed by the Legal Committee of the Systems and Regulations Support Unit and the Like at the National Competitiveness Center.

The Regulatory Impact Analysis (RIA) guide aims to set clear guidance standards for stakeholders to follow and use when proposing, enacting, implementing and evaluating the legislation.

The need for such a detailed methodology stems from the fact that every legislation in a given society has multiple, diverse and overlapping effects on that society, which are often difficult to predict without a detailed study that includes, communication with the parties concerned with the legislation, a clear precise and comprehensive definition of the problem that the legislator wishes to address, identification and evaluation of the available options and whether the legislative intervention is the optimal solution.

From this point of view, the main objective of the legislative impact assessment is to verify that the legislation will achieve its objectives, and that its benefits will exceed its cost.
