184. An application for approval of a shipment under special arrangement shall include the information necessary to satisfy the requirements specified by the NRRC that the overall level of safety in transport is at least equivalent to that which would have been provided if all the applicable requirements of this Specific Regulation had been met.

185. The application shall also include the following:
(a) a statement why the package cannot be prepared in accordance with the applicable requirements of this Specific Regulation and which part of the regulatory requirements the package does not comply with; and
(b) a statement of any special precautions, special administrative or operational controls which are to be employed during transport to compensate for the nonconformity with the applicable requirements of this Specific Regulation.

186. Each consignment transported under a special arrangement shall require multilateral approval if it involves international transboundary movement.
