135. The carrier shall ensure that a leaking package or a package with physical defect which results in the limits for contamination and dose rate on its external surface to be exceeded:
(a) is not removed except under the supervision of the NRRC or any person authorized by the NRRC; and
(b) is not forwarded until it is decontaminated, repaired or reconditioned.
