ProjTitle.icon 2. DEFINITIONS

The words and phrases that are defined in the Telecom Act, its Executive Regulations and other decisions issued by the CITC, will have the same meaning when used in this document, and the following words and expressions will have the meanings associated with them, Unless the context requires otherwise.

2.1            Class License:  means a license issued by the CITC that allows the provision of telecommunications services.​
2.2            General Class License: means a class license that allows the provision of any of the Telecommunications Services authorized under the license.
2.3            Non-terrestrial network (NTN): means a network, or segment of a network, that uses an airborne or spaceborne vehicle to embark a transmission equipment relay node or earth station.
2.4            Service Provider:  means the permit holder of a service permit.
2.5            Service Permit:  means the permit issued by the CITC to holders of a General Class License to allow the provisioning of operation services of Non-Terrestrial Networks (NTN) mentioned in this document.
2.6            Subscriber: means any person or entity that is part of a contract or any other valid similar agreement with a service provider for the purpose of providing telecommunications services.
2.7            Subscriber's Peripherals: means the transceivers needed by the Subscriber to access the service provided by the Authorised Operator.
2.8            Operation of NTN telecommunication networks: means the operation of a specific telecommunications network specified in article (3) and abides to the conditions of this regulation, which are uniquely characterized by the technologies in the specified article. 
2.9            Provision of personal mobile communications services via satellite (GMPCS-Provision): means the provision of mobile services using satellite capacity for personal communications, including voice services, data and internet access services, and emergency services.
2.10         Operation of personal mobile communications systems and networks via satellite (GMPCS-Network): means the establishment, operation and management of the network to provide personal mobile telecommunications services via satellite, including voice services, data and internet access services, and emergency services.
2.11         Provision of VSAT services: means the establishment of VSAT systems and networks to provide connectivity, data services, to closed groups.
2.12         Provision of broadband satellite services: means the provision of connectivity whether mobile, fixed or limited mobile via satellite, including broadband data services via satellite, voice communication services via satellite, internet access services, value-added services related to broadband satellite services, and satellite capacity.
2.13         Operation of systems of identical earth stations: the operation of systems of identical earth stations that share the same technical parameters and frequency bands and that communicate with the same satellites, operating on fixed locations, or in moving vehicles, vessels, or aircrafts (also referred to as earth stations in motion -ESIM-), used for the provision of connectivity to the public or to closed groups.
2.14         Operation of connectivity systems on aircrafts (airborne or spaceborne): means the provision of connectivity (for the use of mobile phones or for the provision of internet access) to passengers and crew inside an aircraft.
2.15         Agreement for the provision of personal mobile communications services via satellite: means the agreement between the operator of systems and networks of personal mobile communications services via satellite and the authorized service provider.
2.16         Satellite Capacity: means the broadband capacity of the transmitter provided by the satellite.
2.17         Tariff: means the financial component paid by the subscriber in exchange for the provision of telecommunication services.
2.18         Registered Satellite Capacity Provider: means the satellite system operator incorporated in the registry administrated by the CITC to provide satellite capacity over the Kingdom of Saudi Arabia. Holders of telecommunication services and/or networks permits shall only procure satellite capacity from satellite system operators that are registered with CITC.
2.19         Terrestrial network: means a network or system other than other than space radiocommunication system or airborne networks or radio astronomy.
2.20         Airborne non-terrestrial network: means a network, or segment of a network, that uses a vehicle located between 1 and 80 kilometers of altitude at a specified, nominal, fixed point relative to the Earth to embark a transmission equipment relay node, base station or Subscriber's Peripherals.
2.21         Spaceborne non-terrestrial network: means a network, or segment of a network, that uses satellite systems. 
2.22         Satellite system: means a space system using one or more artificial satellites.
2.23         Satellite network: means a satellite system or a part of a satellite system, consisting of only one satellite and the cooperating earth stations.
2.24         Space system: means any group of cooperating earth stations and/or space station employing space radiocommunication for specific purposes.​
