ProjTitle.icon 2. DEFINITIONS

​​​The words and phrases that are defined in the Telecom Act, its Executive Regulations and other decisions issued by the CITC, will have the same meaning when used in this document, and the following words and expressions will have the meanings associated with them, Unless the context requires otherwise.

2.1            Class License:  means a license issued by the CITC that allows the provision of telecommunications services.
2.2            General Class License: means a class license that allows the provision of any of the Telecommunications Services authorized under the license.
2.3            Non-terrestrial network (NTN): means a network, or segment of a network, that uses an airborne or spaceborne vehicle to embark a transmission equipment relay node or earth station.
2.4            Service Permit:  means the permit issued by the CITC to holders of a General Class License to allow the provision of the telecommunication services over NTN mentioned in this document.
2.5            Service Provider:  means the permit holder of a service permit.
2.6            End User: means any person or entity that is a party to a valid contract or similar agreement with a Service Provider for the purpose of obtaining the telecommunications services mentioned in this document.
2.7            Subscriber: means any person or entity that is part of a contract or any other valid similar agreement with a service provider for the purpose of providing telecommunications services.
2.8            Subscriber Service Agreement: means the agreement that sets forth the terms and conditions of the service and the applicable tariffs, for the provision of the services to the Subscriber.
2.9            Provision of NTN telecommunication services: means the provisioning of NTN telecommunications services specified in article (3) below that follows the conditions of this regulation and is uniquely characterized by it being provided through Non-Terrestrial Networks (NTN). 
2.10         Provision of personal mobile communications services via satellite (GMPCS-Provision): means the provision of mobile services using satellite capacity for personal communications, including voice services, data and internet access services, and emergency services.
2.11         Provision of mobile communications services on aircraft: means the provision of services to passengers and crew inside an aircraft for the use of mobile phones (GSM1800 system/LTE-UMTS 2100 system) to communicate through small cells (Pico Cells) installed inside the aircraft. The small cells are connected to a satellite communication system using a satellite system operated by a holder of a provisioning of operations services of NTN in the Kingdom that allows them to connect users to terrestrial networks when they cross the airspace of the Kingdom of Saudi Arabia, where frequencies are unprotected and granted secondary use.
2.12         Provision of services with systems of identical earth stations: the provision of connectivity services supported on systems of identical earth stations, using a satellite operated by a holder of a network license in the Kingdom, that may be provided to the public or to closed groups aboard moving means of transportation registered within the Kingdom of Saudi Arabia.
2.13         Agreement for the provision of personal mobile communications services via satellite: means the agreement between the operator of systems and networks of personal mobile communications services via satellite and the authorized service provider.
2.14         Satellite Capacity: means the broadband capacity of the transmitter provided by the satellite.
2.15         Tariff: means the financial component paid by the subscriber in exchange for the provision of telecommunication services.
2.16         Registered Satellite Capacity Provider: means the satellite system operator incorporated in the registry administrated by the CITC to provide satellite capacity over the Kingdom of Saudi Arabia.
2.17         Space system: means any group of cooperating earth stations and/or space station employing space radiocommunication for specific purposes.​
