1.1. The conditions of this document applies to anyone who operates a non-terrestrial network for the purpose of providing any of the below services to the end users either directly or through authorized service providers by the CITC; which include:
1.1.1. Provisioning of voice telecommunications services through Non-Terrestrial Networks (NTN).
1.1.2. Provisioning of internet services through Non-Terrestrial Networks (NTN).
1.1.3. Value-added services related to services through Non-Terrestrial Networks (NTN).
1.1.4. Any other telecommunication services related to Non-Terrestrial Networks (NTN) that CITC deems necessary to include to the scope of this documents according to the growth and expansion of the telecommunications sector and based on CITC judgment.
1.2. The services mentioned above in 3.1 are provided through Non-Terrestrial Networks (NTN), which may include one of the following technologies:
1.2.1. Operations of personal mobile communications systems and networks via satellite (GMPCS-Network)
1.2.2. Provision of VSAT services
1.2.3. Provision of broadband satellite services
1.2.4. Operation of systems of identical earth stations
1.2.5. Operation of connectivity systems on aircrafts (airborne or spaceborne)
1.2.6. Any other technology related to Non-Terrestrial Networks (NTN) that CITC deems necessary to include to the scope of this documents according to the growth and expansion of the telecommunications sector and based on CITC judgment.
1.3. A “Provisioning of Telecommunications Services over NTN Permit” is required when the undertaking intends to provide telecommunication services over NTN to the end-users in the Kingdom of Saudi Arabia.
1.4. A “Provisioning of Operation Services of NTN Permit” is required before the operation of any Non-Terrestrial Networks (NTN) or relevant infrastructure mentioned in 3.1.
