Article 4: Open internet access

1. End-users shall have the right to freely access and distribute lawfully permissible information, content, applications and services via their internet access service, regardless of the terminal device used or the origin or destination of the information or content.
2. Service providers shall not infringe nor limit upon end-user's rights stipulated in Article 4-1.
